I am working on a relatively large board 20-30in^2 and I want to understand the cost difference between a 12 layer HDI and a 16 layer standard pcb. Beyond that I am interested to understand general cost per layer and the cost difference between the three different HDI types.

It’s a hard question. We would need to know from which layer to which layer is the layer drill.
