No, you could actually use 2 sheets to meet the min. dielectric height.
technically the specification states “or as agreed”. the total dielectric thickness and resin content must be taken into account with the plating up and adjacent layers. if the total dielectric thickness can accommodate the plated up thickness and the resin content for proper adhesion then the thinner dielectric can be documented, agreed upon, built and tested. The MIL-PRF-31032 is where that originated from. While the IPC-2221 indicates require coupons and thorough relevant testing.
