I found a four layer stackup with the following arrangement of layers.

[Solder Mask Top]
[Copper Foil Top]
[Prepreg]
[Copper - Core - Copper]
[Prepreg]
[Copper Foil Bottom]
[Solder Mask Bottom]

Does it means that PCB house start working with or first pick up [Copper - Core - Copper] then apply [Prepreg] on each copper side and then put [Copper Foil Top] and [Copper Foil Bottom] ?. Finally cure by pressing and heating.

If it is a 4-layer stack-up, we first need a copper foil, then the prepreg, and the copper core, prepreg again and copper foil on the top.
